HUD-HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM

NOTICE OF FUNDING AVAILABILITY

PROGRAM YEAR 2008

This public notice is published in accordance with the Citizen Participation Plan (CPP) established by the American Samoa Government (ASG) and applies to the HOME Investment Partnership (HOME) Program funded by the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD).  THOSE ELIGIBLE TO APPLY FOR THESE LOANS MUST BE United States Nationals (American Samoa),  United States Citizens or Permanent Residents of American Samoa.

The Development Bank of American Samoa (DBAS) expects to receive  HOME Program funds of about $260,817 for the federal program year 2008 (PY2008). These funds provide long-term mortgage financing for construction of new homes in American Samoa.  The new homes must be built from standard plans already approved by DBAS and available at its offices..  Custom plans and modifications are not allowed.  The choice of home plans includes 1, 2, and 3 bedroom homes.

DBAS expects to have available an additional $357,000 in HOME Program Income funds to be used for rehabilitation and renovation of existing single-family homes. 

DBAS will conduct workshops where applications and information regarding the HUD HOME program will be made available to the public.  The location and the dates for the workshops are listed below:

Please provide all necessary and required documents to the Development Bank of American Samoa (DBAS).  DBAS staff will also assist customers with filling out their application forms.

Deadline for accepting application at DBAS:          November, 7^th, 2008        3:00p.m.

Completed applications must be received directly by the ASG-HUD HOME Program Coordinator.  Only signed and completed applications will be accepted for review.  Applications will be excepted on a  first-come, first-served basis.

All application must be received and date stamped by the ASG-HUD Home Program Coordinator no later than November 7^th, 2008.   Applications that do not meet this deadline will not be processed.

All applicants will receive a written response from ASG/DBAS regarding their application after the review process is complete.  Successful applicants will then have 30 days following notification to comply with all approval conditions.    It is estimated that construction will begin by January 2009.
