APPLICATION PROCESS

The Development of American Samoa (DBAS) announces the availability of funding for the HOME Program for each fiscal year through public notice in the local media.

Those eligible to apply for these loans must be  American Samoa Nationals, U.S. Citizens,  or Permanent residents.

The Development Bank of American Samoa (DBAS) treats completed applications from  customers on a “first-come first-serve” basis.

In order to be eligible to receive funding under the HOME Program, the applicant’s income shall conform to the following tables:

REHABILITATION PROGRAM

This program undertakes rehabilitation or renovation of existing single-family homes to eliminate any serious defects and bring them to a decent, safe, and sanitary condition.

Loan Amount:

Tutuila            $25,000

Aunu’u            $27,500

Manu’a            $31,250

Interest Rate:

2.5% (Very Low-income)

5.0% (Low Income)

Terms:

Up to 7 years for $10,00 Loan

Up to 10 years for $31.250 Loan

NEW  HOME CONSTRUCTION

PROGRAM

This program provides for construction of new single-family homes as per the standard plans provided by the Development Bank of American Samoa (DBAS).
